ROLLUP OF NUCLEAR MATERIAL, AND PROBLEMS IN DETERMINING “CREDIBILITY” OF ROLLUP

Abstract
Rollup has been traditionally viewed as the possibility of an adversary \"gathering together\" smaller quantities of material to form a larger quantity with nefarious intent. That definition is fine for a broad understanding of the issue. However, facilities must make choices and allocate security resources. The need to make choices, based on defensible criteria, drives the need for determining the issue of \"credibility\" of rollup scenarios. Further, it has been noted that the term \"credibility\" has not been adequately defined in DOE MC&A and Security Policy. The purpose of this paper is to discuss the issue of \"credible\" rollup.
