Abstract

With respect to meeting the International Atomic Energy Agency’s gaseous centrifuge enrichment plant (GCEP) safeguards objectives, utilization of 234 U based verification techniques is shown to have the potential to significantly strengthen safeguards at GCEPs. 234 U based techniques can be used to detect undeclared side feed/withdrawal and high enriched uranium production; facilitate online monitoring of 235 U enrichment; and facilitate the use of passive neutron counting techniques for the verification of UF6 in cylinders. Significantly, 234 U based techniques do not require or reveal proprietary information.
