USG PREPARATIONS FOR THE IMPLEMENTATION OF THE ADDITIONAL PROTOCOL IN THE UNITED STATES

Abstract
On June 12, 1998, the United States signed an Additional Protocol to the U.S./IAEA Safeguards Agreement to further the application of strengthened safeguards measures in the United States. The U.S. Additional Protocol contains all the measures of the IAEA's Model Protocol from which it was derived and just as the Safeguards Agreement contains the national security exclusion, the U.S. Additional Protocol also contains language excluding the application of protocol measures to activities, information, or locations of direct national security significance. Since signing the Additional Protocol, the U.S. government has been preparing for the submission of the protocol to the U.S. Senate for the advice and consent that precede ratification by the President. This paper will discuss the USG activities to date and outline future efforts.
