Abstract
In December 1993, the Governments of the Republic of Kazakstan and the United States signed an agreement concerning control, accounting, and physical protection of nuclear materials. The U.S. Department of Energy (DOE) is the implementing agency for cooperative efforts to enhance nuclear material security at Kazakstan facilities. Security enhancements are being achieved by installing technology-based material protection, control, and accounting (MPC&A) systems that reflect international standards and are appropriate to the unique conditions at each site. These MPC&A systems secure the nuclear material from both insider and outsider threats. The Ulba Fuel Fabrication Facility was the first Kazakstani facility selected for collaborative MPC&A
