Abstract
The Ural-Siberian Methodology and Training Centre for nuclear materials control, accounting and physical protection (UrSiMTC) was established at Federal State Unitary Enterprise “Russian Federal Nuclear Center – Zababakhin All-Russia Research Institute of Technical Physics” (FSUE “RFNC-VNIITF”), by the Order of the Minister of the Russian Federation Ministry for Atomic Energy and the RFNC-VNIITF Director in 1999 “to provide training and refresher training of staff involved into nuclear materials physical protection and control and accounting (MPC&A); as well as to conduct research, development and methodology activities to improve the nuclear material control, accounting and physical protection systems \". Currently the UrSiMTC has two departments to provide training in the areas of material control and accounting (MC&A) and physical protection (PP). The MC&A Department was established in 1999 with the support of the European Commission and the U.S.A. The MC&A Department is located at Sosnovka site at RFNC-VNIITF where theoretical and practical training is conducted. The PP Department was established in 2008 with the support of the U.S.A. It is located at the MVD-IT area, Snezhinsk. This is the Training Center for protective force (ProForce) technical physical protection personnel of the nuclear facility. The major task of the UrSiMTC is to provide material protection, control, and accounting (MPC&A) personnel with the skills needed to operate advanced, including computerized, MPC&A systems. Currently the UrSiMTC and RFNC-VNIITF MPC&A Center personnel has developed a wide scope of training courses based on the existing published information as well as on the experience and developments of the RFNC-VNIITF scientists and engineers. The UrSiMTC has provided training for RFNC-VNIITF and Rosatom Ural-Siberian nuclear facilities from its inception. Currently, UrSiMTC has all capabilities to provide personnel of RFNC-VNIITF and Rosatom Ural-Siberian nuclear facilities with regular and refresher MPC&A training.
