Abstract
The joint U.S.-Russian work associated with upgrading the physical protection, control, and accounting system at the Mining and Chemical Combiinn eZ heleznogorsk (formerly known as Krasnoyarsk-26) got under wayin 1996. One priority was to introduce upgrades at the plutonium dioxide storage facility. Over the span of time since 1996, the Mininangd Chemical Combine, in collaboration with the Brookhaven, Lawrence Livermore,L os Alamos, Oak Ridge, Pacific Northwest, and Sandia national laboratories of the US. Department of Energy, has developed plans and has introduced modern methods for control, accounting, and physical protection, including the following: bar codes, a computerized MC&A system, seals, nondestructive assay methods, metal detectorsp, ortal monitors, x-ray units, radio-communication systems, and access-control and video-surveillance systems.
