Abstract
NRC staff is currently revising Title 10 Code of Federal Regulations Part 74: Material Control and Accounting for Special Nuclear Material. This section details the requirements for material control and accounting (MC&A) of special nuclear material (SNM) for fuel cycle facilities and other licensees possessing SNM. The revision includes relocating some MC&A requirements from other 10 CFR Parts to consolidate MC&A requirements in Part 74. Additional changes include revision of general performance objectives, addition of definitions, revision of MC&A exemptions, enhancement of tamper-indicating device programs, expansion of the two-person rule, and other miscellaneous revisions. In conjunction with the Part 74 rulemaking, NRC staff are currently revising some of the NUREG series guidance documents relating to MC&A NRC is also revising all MC&A-related Series 5 regulatory guides.. This process will update the guides to reflect both existing technologies and the current threat environment. The MC&A regulatory guides will also be consolidated into 11 guides covering all aspects of MC&A to provide licensees and the public with concise, understandable, and accurate information and guidelines on complying with MC&A regulatory requirements. The draft Part 74 rule and all applicable guidance documents are expected to be released for public comment around the end of 2011. This paper will provide the latest information concerning the status of these documents.
