Abstract
The additional protocol (INFCIRC/540) and the application of integrated safeguards place new demands for training IAEA safeguards inspectors. The new safeguards regime brings new information sources, new inspection types, new monitoring technologies, and new procedures. All of these require training for inspectors, new and senior alike. During the past several years, the Safeguards Training Section, in cooperation with Member State support programs, has developed more than ten new training courses to meet this demand. The subjects covered by these new courses include Satellite Imagery, Environmental Sampling, Unattended and Remote Monitoring, Proliferation Indicators, Complementary Access, Communication Skills, Observational Skills, and Strengthened Safeguards principles. Many of these subjects are also introduced during the Introductory Course on Agency Safeguards (ICAS) which is given to all new inspectors. These new training courses have been developed mainly with the help of the support programs of the United Kingdom and the United States. This paper will describe these new courses and how they fit the demands of the new safeguards regime. It will also discuss the future training needs of the IAEA. IAEA safeguards have entered a new era and the training section is working hard to provide the courses necessary to update the knowledge and skills of the Inspectorate.
