Abstract
There is currently a resurgent interest in thorium power systems around the world despite or perhaps because India has the only national program. This lack of formal exploration has lead to grassroots enthusiasm for thorium. There are varying schools of thought about the advantages of thorium and particularly the effectiveness of its inherent proliferation resistance. The approach of this paper will be to discuss past, present and future thorium options in the context of the proliferation concerns which they raise. It will also explain the safeguards recommendations reached by our team
