A Template for Small Quantity Protocols

In May 1997 a special session of the IAEA Board approved an Additional Protocol to Safeguards Agreements (INFCIRC/540) that serves as the legal instrument to implement strengthened safeguards measures. There are many challenges facing the implementation of the Additional Protocol, particularly by small quantity states (SQS) that may not have significant resources to invest in the preparation of declarations. This paper will provide an overview of the implementation of safeguards and the Additional Protocol in SQS. In addition, a simple reporting format and preparation tool will be demonstrated that could be utilized to assist SQS in preparation of the declarations under the Additional Protocol. These tools can be utilized as stand-alone laptop or desktop software or could be accessed via a webbrowser. These applications take into consideration tools that have been developed by the IAEA and provide a simple, easy to use interface that specifically supports SQS.
