Abstract
Nuclear security culture is essential to establish a robust nuclear security. It was one of topics in the 2012 Seoul Nuclear Security Summit and its importance is world-widely increasing. The International Atomic Energy Agency has published an implementing guide of nuclear security culture to support its settlement. As noted in the implementation guide, evaluation of nuclear security culture is crucial to enhance the nuclear security. The objectives of this paper are to present a system dynamics model for a qualitative evaluation of nuclear security culture and to compare it with that of nuclear safety culture. Both models have a similar features in “workload and stress” and “learning” section. And it is a difference that the nuclear safety model includes a correlation of the conflicting values with nuclear safety culture.
