Summary of Changes in INFCIRC/225/Revision 5 and Impacts to Nuclear Security Regimes

One of the most significant changes to INFCIRC/225 in Revision 5 is the definition of the State’s Physical Protection Regime in Section 3. Along with other changes in the document, there are some noteworthy considerations for States when moving to implement Revision 5. This paper discussed the overall changes in structure, terms, and objectives. It also discusses the Physical Protection Regime discussed in Section 3 and its impact to a State’s Nuclear Security Regime including roles and responsibilities, new considerations for insider and cyber, and international cooperation.
