Study on Sustainable Regional Nuclear Fuel Cycle Framework from Nuclear Non-Proliferation Viewpoint (III) Proposal of Specific Agreements for Multilateral Nuclear Fuel Cycle Approach

Abstract
To construct suitable and concrete models for a reliable and sustainable international/regional framework in the fields of nuclear fuel cycle, it is essential to reflect recent political situations including 1) Many emerging countries especially in south-east Asia would want to introduce and develop nuclear power in spite of TEPCO Fukushima-1 accident, and 2) exposition of nuclear proliferation threats provided, for example, by North Korea and Iran. Although many models so far proposed for the internationalization have not been realized yet, studies doing at the University of Tokyo aim at multilateral approach of nuclear fuel cycle in Asian region countries balancing between nuclear non-proliferation and nuclear fuel supply/service. We have been presenting specific examples such as prerequisites for participating countries, ownership of facilities and type of contracts/frameworks as precisely as possible. We will present update of comprehensive framework and the agreement on management and operation of facilities needed for the use of cooperative industrial consortia.
