A STUDY OF LEU FUEL CYCLE ORIENTED SAFEGUARDS APPROACH UNDER INTEGRATED SAFEGUARDS

Abstract
Consideration of cost effective safeguards implementation under integrated safeguards regime is a vitally important and priority issue in particular for less sensitive nuclear material handling facility while maintaining safeguards effectiveness. It is clear that Short Notice Random Inspection (SNRI) will become major tool for safeguards application because the SNRI provide deterrence of divert of nuclear material while the timing of inspection is unpredictable by state and facility operator and statistically increase the verification coverage by means of random selection of the most efficient timing of inspection by continually declared process and inventory change information into the Mail Box. A fuel cycle oriented approach will be composed with implementation of enhanced SNRI for entire nuclear facilities in the LEU fuel cycle and near real time nuclear material tracking system within the fuel cycle based on the remote data transmission system for mail box which is located in the inspectorate office. The fuel cycle oriented approach will provide significant cost effectiveness of safeguards application without deteriorate safeguards effectiveness. In addition, near real time data transmission function will provide continuous information on the accountancy data, status and location of nuclear material within the LEU fuel cycle which will provide greater transparency of state nuclear fuel cycle activities. This paper will discuss enhanced SNRI procedure, nuclear material tracking system and the basic condition required on the LEU fuel cycle approach under integrated safeguards regime.
