A Study on the Implementation of Export Controls Related to the Nuclear Cooperation Agreement Between ROK and USA at KAERI

Abstract
In compliance with the newly revised nuclear cooperation agreement between ROK and USA, The Korean government is going to amend the relevant laws and regulations on the nuclear safeguards and export controls. The revised nuclear cooperation agreement entered into forces on Nov. 2015. The objective of the agreement is the peaceful use of nuclear energy concerning NPT (the treaty on the nonproliferation of nuclear weapons). According to this agreement, NSSA in ROK and NNSA in USA made an administrative arrangement. The authority of export controls in ROK is leading the organizations related to the export controls in the fields of nuclear energy. KAERI should keep the revised rules, because KAERI is one of the R&D institutes sponsored by the Korean government to develop the nuclear energy. To cope with this current environmental change for export controls, KAERI should set the new implementation method of export controls meeting the specific articles of this agreement. There seem to be many considerations for the new implementation method at KAERI. First of all, it should find a reasonable way to study and analyze the environmental changes on export controls related to this agreement. And then, KAERI needs to establish a Web-based system to meet the requirements from the related authority.
