Abstract
In compliance with the international nonproliferation regimes related to the transfer of strategic items and technology, the Korean government revised its foreign trade laws and regulations for the ITT (Intangible Technology Transfer) control of strategic items and technology in 2014. This means that the Korean government enforces control of the ITT of international trade to prohibit the illegal proliferation of WMDs. For the non-proliferation of WMDs on the nuclear items, there are two ministries in Korea, MOTIE (Ministry of Trade Industry and Energy) and NSSC (Nuclear Safety/Security Commission). MOTIE is used to control the international trade on dual use items and technologies excluding them on the trigger list. MOTIE revised the relevant laws and regulations for ITT controls. NSSC is used to control the trigger list and related technologies. NSSC is going to enact the relevant national notice for ITT controls on the items of the trigger list. Because KAERI is deeply related to developing nuclear items and technologies, it is keeping an eye on national notices being enacted by NSSC. KAERI has many R&D projects developing new cutting edge technologies in nuclear fields, and needs to find R&D projects related to export controls. Once the project managers know whether their projects are related to export controls, project managers will consider obtaining a national license for international export on the developing technologies. For the purpose of finding projects related to export controls, KAERI requests the advance classification of its R&D projects to KINAC (Korea Institute of Nuclear Non- proliferation and Control).
