A Study on the Development of a National Guide for Implementing a Nuclear Security Culture in the ROK

Abstract
The International Community reaffirmed the importance of nuclear security through the lessons learned from the September 11, 2001 attacks in the US and the Fukushima nuclear disasters in Japan and recognized the significance of human aspects (insider, trustworthiness, background checks, etc) as much as technology (physical protection system, etc). Accordingly, the Korean government developed the Nuclear Security Culture Implementing Guide for licensees in order to enhance nuclear security in the country. Licensees have already established a separate code of conduct on governing their daily business activities that are based on the Implementing Guide. The Nuclear Security Culture Implementing Guide was developed with consideration given to both the IAEA Security Series on nuclear security culture, as well as Korea’s own experience in nuclear security. In all, the Korean government and licensees have established and applied the Implementing Guide and the code of conduct, which paved the way for further improvements of the Korean nuclear security regime.
