Abstract
Recently, as the exports of the nuclear industry and the increase of foreign students, transfer of Trigger List items and related technologies was increased. In addition, due to the development of information and communication technology and globalization, the technology transfer type is being changed from tangible transfer to intangible transfer. Therefore, the international export control regimes have created guidelines for controlling the Intangible Transfer of Technology (ITT) and each country is developing constantly. For example, the leading countries, such as United States, Germany, and England have already initiated and operated their own systems and legislation to control the ITT. For participated in this international trend and managed strategic technologies systematically, ROK revised related laws and regulations in 2014 and included the ITT as a control target. However, it is almost impossible to control irregular and sporadic ITT. Therefore, conscious compliance with export controls is a very important part of ITT control. Thus, it is essential to carry out the outreach program to raise awareness of export control for exporters. In this study, two studies were conducted. The first was the target analysis for effective outreach activities. It was investigated the status of domestic nuclear related organizations and classified industrial, academic, and research institutes according to characteristics. The second was the development of outreach program implementation method. We have developed specified outreach program contents that take into account the characteristic of the classified targets. For example, content focus of industries was items to be handled, the focus of research institute was topic of project, and the focus of academic institute was foreign student management.
