Abstract
The goal of creating a sustainable Russian Material Protection Control and Accounting (MPC&A) program is to help ensure that the risk reductions achieved by installing upgraded MPC&A systems can be maintained by the Russians for the indefinite future. Achieving this goal requires an integrated strategy that brings together the technical and financial resources that will be needed, along with the national infrastructure and sitelevel capabilities to support a comprehensive, integrated national MPC&A security and safeguards program. This paper discusses progress made in developing a program over the last 12 months and future directions in the cooperative U.S.-Russian MPC&A program.
