Abstract
For more than 5 years now, the JRC-ITU Nuclear Security Unit has engaged in strategic export control activities. This effort corresponds to various needs of JRC, the European Commission (DG TRADE, DG TAXUD and DG DEVCO) and the European Member States. Export control of dual use items in Europe follows international guidelines set by non-proliferation treaties and international export control regimes. It has however specificities which also call for specific efforts. Amongst them is the implementation by each of the 28 Member States of the common EU export control regulation and the free movements of dual use goods within the UE common market. In this framework, JRC activities revolves around four axis. The first axis is the strategic export control policy support, providing technical support to the Commission for the definition and implementation of EU export control regulation and polices. The second axis is capacity building for Member States or future member states, on licensing and enforcement aspects of export control. The third axis is research on export control issues including study of technical or implementation issues, organization of seminars and working groups, as well as support to JRC internal compliance on research activities subject to export control. The fourth axis is the participation to the European Commission external activities including technical support to its external programs (outreach) and participation to international events like international export control regimes. These activities are complementary to the trade analysis work being done also at JRC and presented in another paper to the INMM Export Control Special Session.
