Abstract
This paper is dealing with naissance, growing-up , if there has been any, of the Joint Nuclear Control Commission(JNCC) of two Koreas and its prospect in coming time, of which institutional approach was taken on March 18, 1992. Being lack of political, military and social confidence, the two Koreas could take an important step for nuclear cooperation through the Korean Peninsula Energy Development Organization(KEDO) project, born as a result of nuclear conflict between North Korea and the international society, particularly the USA. We will see how the concept and the application of nuclear control have developed in two Koreas respectively and to see some feature of relationship between the joint nuclear control and the international safeguards system.
