SSAC CREATING SAEFGUARDS CULTURE

State system of accounting for and control of nuclear material (SSAC) is fundamental to effective and efficient safeguards implementation. The world is changing much and quickly, and also safeguards need to change. After the Additional Protocol, safeguards are no longer only about accounting and control of nuclear materials, but also about verifying that there are no undeclared nuclear materials and activities. It is not possible anymore to implement safeguards without taking into account of the nuclear safety and security. The safeguards should not be alone. The synergies between safeguards, security and safety exist when implementing nationally that there are no undeclared nuclear materials or activities. We could not do our duties effectively if we ignore some of those Ss. It is important to remember that, for the Member States, safeguards and verification are a prerequisite for the peaceful use of nuclear energy. Safeguards are and will remain of growing importance in the future when new nuclear power plants and facilities will be constructed. It is very important to have a good vision of what safeguards are expected to be, and what are the needs of safeguards customers. A good example of this is the planning and designing of a new nuclear power plant. Until now safeguards has been annexed to nuclear project in a very late phase – according to the international guidelines when ?the house is constructed?. But now the safeguards will be taken into account already on the drawing board. To accomplish these safeguards requirements should be incorporated into the national and international guidance. The designers and providers of new nuclear facilities, nuclear operators and national regulators are key players who develop this new culture. The strong SSAC with proactive and open cooperation with the International Atomic Energy Agency (IAEA) explores continuously possibilities to further enhance the cooperation with IAEA. The common goal for every one has to be to ensure that development of the safeguards concept will meet the new challenges in the field, and create the safeguards culture.
