Abstract
In 2014, the Kozloduy Nuclear Power Plant (NPP), Bulgaria, conducted self-assessment of nuclear security culture using the IAEA methodology. It was the first ever project globally to put to the test the emerging IAEA self-assessment methodology for security culture at a nuclear power plant. The only other pilot project was conducted by the Indonesian National Nuclear Energy Agency (BATAN) in 2013, concentrating on the three nuclear research reactors that operate in Indonesia. The two objectives successfully accomplished were to hold a proof of principle for the IAEA methodology which was still under development at that time and identify security culture weaknesses and strengths at Kozloduy NPP.
