Abstract
Enhanced safeguards and nonproliferation form a cornerstone of the GNEP vision, to be realized in part via the enabling technology facilities (especially the Advanced Fuel Cycle Facility, AFCF, in the near-term). A significant research and technology development effort will be required to provide the foundation for achieving this vision and to meet current U.S. domestic safeguards requirements. Safeguards by Design, whereby full optimization of technology, information management, and analysis are coupled to facility operations during the design stage gives rise to the possibility of establishing a new paradigm through the integration of all available data. Research and technology development requirements for advanced instrumentation, systems analysis, data integration, and the accompanying modeling and simulation are described. The ‘Safeguards Envelope’ concept is also developed in context of the GNEP enabling technology facilities.
