Abstract
As the international community is undertaking a major effort to improve the effectiveness and enhance the efficiency of IAEA safeguards, one important concept in this context is the introduction of unpredictability into the planning and conduct of inspections. This paper discusses the need for, and tries to develop a concept of, practical unpredictability for safeguards purposes that would take into account differing situations (for example, depending on facility types, structure of declared fuel cycles, country-specific features).
