Abstract
In terms of the CSA (Comprehensive Safeguards Agreement) of IAEA, there are two kinds of the exempted nuclear materials classified by the objectives and quantity of nuclear materials. At the request of local facility operators, the Korean government should exempt the nuclear materials asked through the approval of IAEA. In accordance with the comprehensive safeguards approach, KAERI should manage and control these exempted nuclear materials periodically and report the current records on them to the Agency through the Korean government at the beginning of each year. In fact, facility operators express that tracing and managing these exempted nuclear materials may not be easy. Therefore, the facility operators consider them of the reapplication of safeguards. However, the concept of the exempted nuclear materials in the field of safety is different from its concept in the field of safeguards. This difference between the safety side and the safeguards side makes confusion to the local facility operators. This paper studies the problems resulted from this difference and suggests the possible proposal to the regulatory body of the Korean government.
