Abstract
The Institute of Nuclear Material Management (INMM) conducted a Risk Informed Security Workshop to assist the Nuclear Regulatory Commission (NRC) and Department of Energy (DOE) with better understanding possible approaches to better risk inform security. The Workshop had several panel discussions. These panels covered topics such as safety/security risk approaches, material attractiveness, estimating likelihood of attack, modelling tools, cyber security and security risk management methods. The material attractiveness panel enabled the Governments of the United States, the United Kingdom, and France to fulfill a commitment they made at the Seoul Nuclear Security Summit to present an international workshop on using material attractiveness approaches to aid in the development of graded security programs. This paper provides an overview of the workshop, highlighting some of the opportunities that were identified to better risk inform security.
