Abstract
The Nuclear Threat Initiative and Institute of Nuclear Materials Management collaborated on international workshops for global best practices in nuclear material control and accountability (MC&A) and physical protection. These workshops took place in Prague, Czech Republic in June 2004. The Physical Protection Technical Division of the Institute of Nuclear Materials Management conducted the second week of the workshop to discuss Global Best Practices in Physical Protection. The workshop was held the week of June 14. The Workshop had participants from 30 countries. The workshop focused on Identifying best practices for physical protection in the areas of threat and target identification, physical protection system design, response force, performance analysis, and risk/consequence analysis. These elements of physical protection make up the Design Evaluation Process Outline taught in the International Training course and Regional Training course which is sponsored by the IAEA. The workshop provided participants the opportunity to share information on how they practice physical protection through formal presentations, informal discussions, panels and breakout sessions. The workshop presented participants a unique opportunity to come together and learn from each other what best practices are being implemented by different countries. This paper will present information generated from the Physical Protection Global Best Practices workshop and discuss possible next steps toward identifying and reinforcing best practices.
