Abstract
DOE facilities that are concerned with industrial sabotage are faced with two options in mitigating risk: (1) protect targets with conventional physical protection measures or (2) recover from the loss of critical system components and systems. Recovery Planning (RP) has been shown to be a cost effective alternative to convention physical protection. RP, or the systematic preparation for replacement of critical components, offers the advantages of being compatible with routine plant outage and maintenance programs while minimizing negative impacts of physical security on plant operations.
