Quantitative step on assessment of threat with qualitative judgments of multidisciplinary experts

The issues of the establishment of a state’s Design Basis Threat (DBT) have been the key elements of IAEA’s recommendations outlined in INFCIRC/225/Rev.4 (Corrected). “The Physical Protection of Nuclear Material and Nuclear Facilities”. One of major steps of DBT would be the assessing threat by using the judgments of multidisciplinary experts. On this assessment progress, it is assumed that the attractiveness of target is not considered properly. This paper discusses the quantitative step for assessing attractiveness of the target.
