Abstract
The goal of this paper is to find out general aspects of the International Nuclear Nonproliferation and Security Academy(INSA) in connection with the specific features of the center of excellence(COE) in the area of nuclear nonproliferation and security. In addition, the paper would focus its effects in conjunction with geopolitical consideration and peaceful uses of nuclear energy. The establishment of the INSA is originated in the pledge made in the 1st Nuclear Security Summit(NSS) in 2010 by the Korea Government. The rising current of general interest for peaceful uses of nuclear energy from many new comer countries before Fukushima accident had been considered as nuclear renaissance. The nuclear renaissance had been expressed in parallel with general anxiety by international society about negative impacts on nuclear security driven by ‘9-11 Terrorism’. In this sense, the main feature of the COE activities has been shaped to satisfy and overcome both dimensions of practical interest and also threats related to peaceful uses of nuclear energy. In the first part, we are going to touch general features of COE. In the second part, main aspects of the INSA would be described as a COE, where universal dimension as well as specific feature of the INSA in comparison with the general aspect of COE would be drawn. The last part will touch the geopolitical aspect of the INSA in the region of the Northeast Asia. Social, economic and political dimensions in the region will be touched, which would lead us to find out a basic reason - raison d’etre - of the INSA. This paper will take comparative and Systematic Approach to Training(SAT) as main methodology for approaching and meeting the goals given in the paper.
