Abstract
For several years, Sandia National Laboratories (SNL) has been working with the All-Russian Scientific Research Institute of Experimental Physics (VNIIEF) to develop advanced monitoring technologies. In order to test existing systems and determine where new ideas can lead to improvements, the program has developed complimentary nuclear materials storage monitoring sites in the United States and Russian Federation. The completion of two previous facilities, 'Container to Container' and 'Magazine to Magazine', has led to the development of unique monitoring technologies and identified issues associated with the operation of these areas in the two countries. The last stage in this series is the operation of complementary Russian and American facilities containing nuclear weapons materials. This is the most challenging of the group and is called 'Facility to Facility'. We discuss the operation of the US facility located at the Savannah River Site and plans and progress on the facility at VNIIEF in Sarov Russia.
