Abstract
As part of the Department of Energy-Russian program for strengthening nuclear material protection, control, and accounting (MPCXA), it was reported earlier, Ref.l, that plans had been initiated to install an integrated MPC&A system at all facilities containing large quantities of weapons-usable nuclear material within the All-Russian Institute of Experimental Physics (VNIIEF, Arzamas-16) complex. In designing and implementing the system, consideration is being given to a number of subsidiary issues that impact the efficiency, scheduling, and financing of the program. These include consolidating nuclear material storage into a smaller number of more secure buildings, restructuring project management, streamlining the contracting process, and following the process for evaluating Russianmade MPC&A equipment. The goal of the program at VNIIEF is to commission all guarded areas for continuous operation.
