POSSIBLE FUTURE REGIONAL SAFEGUARDS ARRANGEMENTS

Abstract
Currently there are two regional safeguards systems, Euratom and ABACC. Is there a place for further regional safeguards arrangements in the future? How would these relate to the role and responsibilities of the IAEA? Clearly there is no benefit in duplicating the work of the IAEA. However, there may be situations where states are looking for further confidence-building measures, additional to IAEA safeguards. In such cases regional safeguards and related verification arrangements, complementing IAEA safeguards, could make an important contribution. There could also be benefit to the IAEA – potentially the IAEA could achieve substantial efficiencies by using the findings of regional safeguards systems.
