Abstract
The reliable system of nuclear materials physical protection, control and accounting has been created at FSUE “SRI SIA Luch” as a result of joint cooperation of Luch and the US National Laboratories experts on nuclear materials safety and non-proliferation. The personnel having necessary knowledge and sufficient qualification to lay the foundation of future up-to-date and hi-tech MPC&A systems were required at the development and designing stage. The courses given by the American experts both in the educational centers in Obninsk and in the US National laboratories were the training basis at that stage. At the stage of development and beginning of the systems operation it was necessary to pay more attention to the process of the personnel training using up-to-date installed equipment. The personnel having a high technical culture and appropriate qualification were required to operate it properly. These personnel were trained mainly by the experts from the equipment manufacturers who have a necessary base and experience. At all the stages of joint cooperation, the training was held both for managers of high and mid levels that allowed the effective management of the process of MPC&A systems modernization to be organized. The current stage of supporting a long-term sustainable operation of the developed MPC&A systems requires a special priority to the process of supporting the personnel qualification and knowledge gained by them at the stages of the systems modernization, and also preparation of new personnel. For the purpose of providing the effective system approach to MPC&A personnel training, it is necessary to develop and carry out annual and long-term plans of training. At the initial stage it is necessary to conduct the analysis of the personnel involved in management, operation and maintenance of MPC&A systems, as well as conformity of the personnel skill level to the level sufficient for the procedures to be performed. Luch experts with the experts of RMTC and ISTC conducted the analysis of training needs for Luch personnel. The analysis allowed the key training processes required for gaining necessary experience and knowledge to be gained. The plan of Luch experts training was developed on the base of the conducted analysis. In the Conclusion the positive results and useful experience gained by Luch experts during conducting the analysis of the training needs are noted, gratitude to the experts of the US National laboratories, and Rosatom of the Russian Federation was expressed.
