Abstract
The current approach for categorizing special nuclear material has been in existence for 50 years. However, INFCIRC/225, Revision 5 suggests that Member States can consider additional attractiveness factors in developing a graded security program. In particular, it suggests that the chemical and physical form of the material or its level of dilut ion might be factors to consider. The U.S. Nuclear Regulatory Commission is developing an approach to consider the level of dilution as an attractiveness factor for grading physical protection requirements.
