Abstract
The Next Generation Safeguards Initiative (NGSI) was launched in 2008 by DOE/NNSA to develop the technologies and human expertise necessary to strengthen the international safeguards system as its mission evolves over the next 25 years. The international safeguards system is a central pillar of the nuclear non-proliferation regime and the entire global community has a major stake in maintaining its effectiveness and credibility. Although NGSI is largely focused on rebuilding domestic capabilities, we recognize that international cooperation is an essential component for success. This Initiative is intended to revitalize the United States safeguards technology and human capital base and to coordinate U.S. activities with other states and multilateral organizations as international safeguards effectively confronts evolving challenges. A 5-year NGSI Program Plan sets out an organizational structure to pursue these long-range goals, within five strategic thrusts: (1) safeguards policy; (2) advanced approaches; (3) improved and advanced safeguards technologies and applications; (4) next generation professionals for the safeguards field; and (5) “safeguards culture” as part of infrastructure development in countries considering the pursuit of nuclear power. NGSI addresses a major priority outlined by President Obama in his Prague speech that stated “we need more resources and authority to strengthen international inspections.”
