Abstract

This panel will discuss a range of topics in the field of strategic trade controls that have become particularly daunting in the 21 st century. Discussions will include the challenges the global secondary market (i.e. eBay and the scrap metal market) pose to export controls and broader nonproliferation efforts, as well as current and emerging proliferation patterns. By examining critical technologies and shipping routes proliferators frequently target, panelists will discuss how these patterns can help establish a baseline for understanding which countries function as re-export locations and common end destinations. Panelists will also highlight current research on effective export controls and emerging technologies, such as additive manufacturing, artificial intelligence and quantum computing. Panelists will specifically examine how building networks of strategic trade research and practice have the potential to enhance international capabilities to counter nuclear proliferation and mitigate the risks these technologies pose. This panel aims to create a forum to connect and collaborate between practitioners, universities, nongovernmental organizations, and industry who focus on broader nonproliferation.
