OVERVIEW OF HEU TRANSPARENCY PROGRAM IMPLEMENTATION AT THE ELECTROCHEMICAL PLANT

Through June 2000, U.S. monitors have visited the Electrochemical Plant a total of seventeen times as part of the HEU Transparency Implementation Program. The monitoring teams have visited the area where HEU oxide is received, the area where this oxide is fluorinated and the area where the downblending of the resultant HEU hexafluoride into LEU product occurs. U.S. monitors also witness the transfer of the LEU product into 30B product containers. This paper describes, from a plant perspective, the activities that U.S. monitors perform.
