AN ORIENTATION PROGRAM FOR U.S. CITIZENS GOING TO THE IAEA

Abstract
An orientation program for U.S. citizens accepting safeguards positions at the Inter- national Atomic Energy Agency is under develop- ment. Its purpose is to help prepare new U.S. IAEA employees and their spouses for the unique environment in which they will find themselves while living in Vienna and working at the IAEA. The material covered will include the following main subjects: U.S. non-prolifera- tion policy, the history, nature, and role of the IAEA in that policy, the IAEA safeguards system, the U.S. Program for Technical Assis- tance to IAEA Safeguards (POTAS), working at the IAEA, and moving to and living in Vienna. The delivery will include oral briefings by representatives of the International Safeguards Project Office (Brookhaven National Laboratory) and appropriate government agencies, and group, one-on-one, or workshop-type discussions led by consultants on Vienna and cross-cultural adap- tation. The program is designed for both the employee and his or her spouse. For convenient further self-study, a course manual covering the above topics will be prepared.
