Abstract
In the area of secure nuclear material (NM) handling and guarantees of nonproliferation it?s necessary to take the influence of the human factor on performance of every NM related operations into account. The work aimed at nuclear culture advancement, which contributes to human factor negative influence on security is an integral part of nuclear sites security and nuclear materials safety. Nuclear security culture is assumed to include different activity directions. To measure such nuclear security culture elements as relationships, beliefs, values and degree of loyalty to security, which are included in the ā€˛culture? term is quite difficult.1 An approximate nuclear security culture evaluation might be received through personnel qualification level analysis result, its degree of physiological and psychological readiness to follow the rules and procedures, axiological guides, to be ready to stand up to occurring circumstances, as of applicable to security issues, etc. The report highlights the nuclear security culture evaluation methodology when conducting an auto-evaluation and an expert evaluation. The basic mechanisms determining the correspondence of the nuclear sites activity on NM production, application and reprocessing to the nuclear security culture criteria, as well as personnel commitment to the nuclear security culture principles when performing any operation in the area of accountability, control and physical protection of nuclear materials.
