Abstract
In September, 1993, President Clinton announced a major new initiative to end the production of Plutonium and highly enriched uranium for nuclear weapons production or outside of safeguards. This paper traces the history and current status of this initiative. It also presents several options for a verification regimes in order to point up some of the issues involved.
