Abstract
In their opening statements, panel members covered a number of topics related to the Strengthened Safeguards System (SSS), including advanced technologies, potential for trade offs, transparency, improved efficiency, new standards and procedures for implementation, universality, IAEA budget considerations, and nuclear smuggling.
