Nuclear Trade Controls in the Middle East: Progress, Prospects, and Challenges

Abstract
In 2004, the United Nations Security Council (UNSC) passed a resolution requiring all countries to develop export and border controls. Using a methodology developed by the authors to assess states’ compliance with this seminal resolution, this paper outlines the state of dual-use nuclear export controls in three Middle Eastern countries: Iran, Israel, and Jordan.
