Abstract
The Nuclear Materials Disposition and Consolidation Coordination Committee (NMDCCC) was established in January 2005, to provide a forum to perform cross-program nuclear material planning, with an emphasis on reducing overall security costs through disposition and consolidation of materials. The Committee was chartered by the Secretary of Energy, and operates under the direction of an Executive Steering Committee, comprised of each of the three Department of Energy (DOE) Under Secretaries. Committee membership includes representation from each DOE Headquarters program office with nuclear materials management responsibilities. The NMDCCC is tasked to develop an overall Strategic Plan, with individual supporting Implementation Plans for each major material type and consolidation issue. The issues in front of the NMDCCC are extremely complex, requiring consideration of Congressional and state mandates, as well as compliance with applicable laws and regulations (for example, the National Environmental Policy Act (NEPA)). Inter-program sharing of materials processing capabilities, packaging, and secure transportation assets is absolutely essential. The NMDCCC is tasked to resolve these issues in a corporate fashion through membership consensus or, if unable to reach consensus, by Executive Steering Committee decision.
