NNSA OUTREACH EFFORTS TO SUPPORT IMPLEMENTATION OF THE U.S. ADDITIONAL PROTOCOL AT DEPARTMENT OF ENERGY SITES

Abstract
One of the essential components of the Department of Energy’s (DOE) preparations for entry into force of the U.S. Additional Protocol (AP) is a concerted outreach effort by the National Nuclear Security Administration (NNSA) Office of International Safeguards (NA-243) to help affected DOE headquarters and field elements understand the AP’s impact on their activities and what they must do to support its implementation. The NNSA outreach effort encompasses a wide range of informational and technical activities. These include detailed briefings on the AP; field trials that exercise critical components of the U.S. AP such as Managed Access and declaration development; tutorials on and demonstrations of an automated declaration decision assistant tool; a video on complementary access; web-based and classroom-like training on various aspects of developing the DOE AP declaration; and presentations on procedures under which headquarters (HQ) and field personnel would work together to prepare for and support an International Atomic Energy Agency (IAEA) complementary access visit. This outreach effort includes all levels of the Department, from senior management to those on the ground who will actually prepare and review the declaration and support implementation of the AP. The objective of the outreach program is to help ensure that DOE is a leading example internationally of effective support for implementing the AP.
