Abstract
The Next Generation Safeguards Initiative (NGSI) is a major new initiative of the National Nuclear Security Administration (NNSA). Its goal is to strengthen international safeguards by revitalizing U.S. technical assets and leveraging partnerships to keep pace with the demands and challenges posed by a growing global interest in nuclear energy. This paper will lay out main elements of the NGSI program plan, including international cooperation efforts, and outline progress to date. NGSI is divided into five main program areas. First, NGSI supports U.S. safeguards policy development and work with international partners to strengthen the international safeguards system as an essential element of the global nuclear nonproliferation regime. Second, NGSI is enhancing the effectiveness, efficiency and credibility of international safeguards by developing advanced safeguards system-level concepts, approaches, and assessment methodologies. Third, NGSI is committed to developing and applying tools, technologies, and methods that optimize the effectiveness and efficiency of facility- and state-level safeguards. Fourth, NGSI will attract and train a new generation of talent to rejuvenate the international safeguards human capital base. Finally, NGSI will help develop national infrastructures in countries that have nuclear power or credible plans for nuclear power. International cooperation is a critical element of NGSI and to each of these program areas. In September 2008, NNSA held an international meeting to examine the challenges to the safeguards system, develop a common understanding of anticipated safeguards needs, and outline an international agenda for cooperation to meet those needs. Further international workshops are planned. NNSA will also continue to work one-on-one with international partners and the IAEA to help strengthen international safeguards.
