Abstract
Tremendous changes in the world political situation over the recent years have given strong impacts on the framework of international nonproliferation policy. Disintegration of Soviet Union and subsequent disappearance of east-west confrontation, war in the Gulf, the Iraqi violation against NPT safeguards, and attitude of North Korea towards NPT are some examples of the affairs which have led to the re-exaraination on the present regime of worldwide non - proliferation. The author considers under these circumstances it is necessary to reorient the main target of international non-proliferation policy and to establish an integrated regime. The integrated regime is constituted by, such as international measures, e.g. NPT, international safeguards, London Suppliers' Guidelines, International Convention on Physical Protection, United Nations Security Council,: and bilateral or unilateral measures, e.g. bilateral Safeguards Agreement, collection and submission of relevant information by national technical means to the relevant authorities , adoption.of proliferation resistant nuclear fuel cycle, the author will examine the ways to implement such measures, and propose some new way to implement such measures, and propose some new considerations. The role of IAEA and its safeguards must be examined in the light of new situation . The author will propose his ideas on the strengthening and streamlining of the IAEA safeguards, and on the Agency's role in connection with NPT Article 4.
