Abstract
The National Nuclear Security Administration (NNSA) Material Control and Accountability (MC&A) community formalized the process of how they are going to conduct business through the establishment of the NNSA MC&A Implementation Panel. The objectives of the panel include facilitating a consistent interpretation and understanding of Departmental MC&A policy, providing adequate direction for NNSA MC&A Implementation Bulletin, and ensuring consistent implementation of MC&A policy and practices at NNSA facilities. The Panel provides an open forum for participants to discuss site-specific MC&A issues and lessons learned and promotes and develops plans for sharing scarce MC&A resources and expertise of both NNSA federal and contractor employees to augment local MC&A survey efforts and strengthen the knowledge base of existing NNSA MC&A resources. This paper will detail the process to establish the Panel as well as outline its efforts and accomplishments to date.
