MATERIAL CONTROL AND ACCOUNTING (MC&A) SOFTWARE REFERENCE TOOL (ART) FOR ENHANCED MC&A MANAGEMENT

Abstract
During the past several years, Russia and the United States have been developing and implementing enhanced MC&A policies and procedures. Specialists from the Russian Methodological and Training Center and US specialists jointly developed a suite of computerbased tools in an effort to facilitate the development of MC&A regulations and guides related to the different MC&A aspects at facilities. At the core of the software development are two basic components: the established policies and regulations annotated in a machine-readable format and special suite for the site’s documentation development. The accountability reference tool (ART) software system consists of special database for document storage with multilevel access, full-scale text editor and number of wizards for documents design. The proposed expert system is a power tool for assistance in the development of a well-structured MC&A documentation as required by Russian Federal and RosAtom regulations. In this manner, revisions and modifications to MC&A documentation can be made effectively and efficiently. Numerous other features exists to highlight potential concerns, help with the development of NMC&A facility and material balance area (MBA) provisions, physical inventory taking (PIT) manuals, measurements programs, formulation of sampling plans, and ultimately provide the draft of performance testing plans and other documentation for the MC&A procedures. This paper will present the capabilities of ART Software, and the value and positive impacts of using these tools.
